Rebuilding New Orleans makes as much sense as building schools over Chernobyl and about as safe. The city administration would be wise to make it as unwelcome as possible for the poor to come back to New Orleans.

The Administration gave out over a million debit cards for $2,000 a shot to help refugees from the snow storm weather it out. A further investigation revealed that many of the residents, instead of buying snow shoes or blankets, instead spent the money on casinos, booze, and hookers. Some, unfortunately, could not wait to get to a motel.

The mayor of New Orleans apologized on Tuesday for saying the hurricane-ravaged city would be rebuilt as a "chocolate" city and for blaming the storm on the wrath of God over U.S. involvement in Iraq.
